Under external pressure, Palestinians have become closer

It was only a few years ago that concerns about a possible civil war were voiced in every Palestinian home.
Most concerns surrounded conflict between the two largest Palestinian movements, Hamas and Fatah.
The Palestinian Authority (PA), under constant pressure to carry out its commitments under the Oslo accords, hounded Hamas, citing the need to “safeguard paramount national interests”.
In some instances, the persecution took the form of tacit, even flagrant, collaboration with Israel, which complicated and seriously exacerbated relations between Hamas and Fatah.
Moreover, Israel encouraged inter-Palestinian fighting by blackmailing the weak PA leadership by setting as a condition for progress in the peace process the destruction of Hamas.
The incendiary situation could have caused Palestinian society to implode.   This is, at least, what Israel had worked towards.   However, the outbreak of the Intifada guaranteed that implosion morphed into an explosion.
Changing fortunes
Things have changed considerably since September 2000.   The PA has nearly ceased to exist as a result of sustained attacks by Israel on its security infrastructure.

With the collapse of the peace process, a new positive chemistry has replaced the chronic mistrust between the various Palestinian factions, mainly Hamas and Fatah.
Nayif Rajub, a former Hamas spokesman in the Hebron region, believes there are two reasons for the growing harmony.
First, he cites the sustained Israeli onslaught, which he describes as “unprecedented in its scope and severity” and as having “genocidal proportions”.
“The Israeli machine of death and destruction has not made any distinction between Fatah and Hamas, Jihad and other groups,” says Rajub.   “It would be utter nonsense to promote discord and disunity under these circumstances.

The other reason, according to Rajub, is the “clarion failure of the so-called peace process”.

“During the Oslo years, our brothers in Fatah thought the peace process would give them a genuine state.   Now, almost everybody has discovered that the peace process was a mirage.”
Amin Maqbul, secretary-general of the Fatah movement in the Nablus region, agrees.
He says that inter-factional contention during the Oslo era stemmed from conflicting political perceptions.
“We thought the peace process would give us freedom and enable us to liberate our homeland from Israeli colonisation,” he says.
“But we were obviously wrong.   And now we have no choice but to be united in the trench of resistance.”
Asked if Fatah would once again confront Hamas under pressure from the US and Israel, Maqbul says Palestinians have learned their lesson.
“I know there are certain figures who would do anything to obtain American acceptance and backing.   But the vast bulk of our people will not sell their national honour for a few American dollars.”

The camaraderie of the struggle, coupled with the weakness of the PA, has greatly helped unity.
During the Oslo years, the PA relied on Fatah to repulse and contain Hamas.
However, with the outbreak of the Intifada and the full participation of Fatah in the resistance against Israel, mainly through al-Aqsa Martyrs' Brigades, a real camaraderie evolved between the fighters.
Eventually, this led to a significant amount of operational coordination between Hamas and Fatah, especially the groups' armed wings.
This cooperation, which occurred despite the PA's wishes, took the form of joint armed attacks against Israeli targets.
Trust
Furtheron, the partnership bred mutual trust.
“There never were real strategic differences between us and Hamas,” says Maqbul.
“We only differed on tactics.   Now, even the tactics are not a subject of disagreement.”
This is generally true.   However, it is also true that there have always been two camps within the PA on how to deal with Hamas.
The first emphasises inclusion, cooperation and adoption of democratic methods.   The other advocates exclusion and an iron-fist policy, even if it leads to a limited civil war.
Middle road
But Yasir Arafat chose the middle road, applying a bit of both approaches to Hamas.
The anti-Hamas camp within the PA has been weakened, with some of its symbols, such as Arafat’s economic advisor Muhammad Rashid, also known as Khalid Salam, leaving the occupied territories, apparently for his own safety.

Other anti-Hamas figures within Fatah, such as Secretary-General of the Presidency al-Tayib Abd al-Rahim, has by and large been silent since the outbreak of the Intifada, seeing that things have changed drastically since the 1990s.
There is another important element in the cooperation between Fatah and Hamas.
Since the start of the Intifada, ideological differences between the two have died down and been replaced by a growing political maturity and mutual acceptance.
“We have become more mature politically,” says Nizar Ramadan, an Islamist journalist based in the West Bank town of Hebron.   “This is true with Fatah, Hamas and the left.”
He attributes this to the “common calamities befalling all of us”.
“I think Fatah has reached the conclusion that Hamas is a reality that no amount of vilification can obliterate.   We in the Islamist camp have come to appreciate differences of opinion because you can't expect others to respect your views if you don't respect theirs.”
Obstacles
Despite the rosy picture, some factional leaders are worried that the good chemistry between the factions may not last.
This is the view of Jamil Majdalawi, a leader of the Popular Front for the Liberation of Palestine.
He says that authentic national unity depends on Fatah's willingness to abandon its “hegemony and monopoly of power”.
“There is a tiny but influential layer of cronies and hangers-on within Fatah who amassed a lot of wealth during the Oslo years.   These people care first and foremost about their own selfish interests.   National unity is not in their interests, and they will resist it.”
Rajub agrees.
“The main obstacle to unity is the PA.   National unity enhances in proportion to PA weakness, and vice versa.”

The second Balfour Declaration

President Bush's letter recognizing that Israel will not withdraw to the 1967 Green Line, and rejecting the Palestinian right of return, has helped bring about a rapprochement between the Palestinian Authority and Hamas and Islamic Jihad.
The Balfour Declaration was mentioned by almost every Palestinian spokesman who commented at week's end on last Wednesday's press conference held by U.S. President George Bush and Prime Minister Ariel Sharon at the White House, in which Bush declared that America does not recognize the refugees' right of return and does not think it is realistic to expect Israel to return to the Green Line.
In Palestinian national history, the Balfour Declaration, issued on November 2, 1917, by the British foreign secretary, Lord Balfour, marks the advent of Zionism.
(The key phrase of the declaration asserted: "His Majesty's Government views with favor the establishment in Palestine of a national home for the Jewish people.")
The original text of the Palestinian National Covenant (the founding charter of the Palestine Liberation Organization) states that the only Jews who will be allowed to remain in Palestine after its liberation will be those who arrived in the country before the Balfour Declaration.
The typical Palestinian statement concerning the injustice of the Balfour Declaration is: "Those to whom the country doesn't belong [Balfour and the British government] promised it to those to have no right to it [the Jewish people]."
There is hardly any Palestinian who has not heard about or read the Balfour Declaration, and it would be no great exaggeration to say that its content is better known to the Palestinian public than to the Israeli public.
Against this background, for example, the headline in the Palestinian newspaper Al-Ayyam last Thursday stated: "Second Balfour Declaration exempts Israel from full withdrawal from the occupied territories."
Bassem Abu Samiya, from the Palestinian Information Ministry and a columnist for another paper, Al-Hayat al-Jadida, suggested calling President Bush's statement the "Bushfour Declaration."
Statements issued by the Palestinian Authority and remarks by Prime Minister Ahmed Qureia (Abu Ala), cabinet ministers and members of the Palestinian Legislative Council [the parliament] in the past few days have invoked every possible dramatic metaphor: 'Dangerous turning point,' 'historic precedent,' 'regression of decades,' 'deterioration that will lead to terrible bloodshed,' 'erasure of the whole political process since the Madrid conference and the Oslo Accord,' and 'liquidation of the road map and its replacement with the Sharon plan.'
What do the Palestinians find so frustrating and frightening in the Bush statement?

1. The fact that the negotiations on the fate of the Palestinians are being conducted without them and without taking their position into account.
Some of the Palestinian spokesmen said that the Israeli government could have received a substantial part of Bush's promises in negotiations and an agreement with the Palestinians. However, the Sharon government preferred to humiliate and ignore them.
At the failed Camp David summit of July 2000, and in the formula that was afterward put forward in the Taba talks, the Palestinian representatives agreed to the presence of several settlement blocs; and both the Geneva Initiative of Yossi Beilin and Yasser Abed Rabbo and the accord of Ami Ayalon and Sari Nusseibeh contain understandings relating to the right of return.
However, Sharon was having none of that, because he never saw the Palestinians as partners, only - always - as enemies.
2. The Palestinians are furious, of course, at the historic precedent of American recognition of the settlement blocs in the West Bank, American support for Israel's not having to return to the Green Line and American rejection of the right of return. These are cardinal subjects that will have to be addressed in the final status agreement, and as such have to be discussed by the parties involved, but suddenly agreement has been reached on them in an American-Israeli understanding.
3. The Palestinians describe the Israeli political success as especially impressive because Ariel Sharon, in their perception, won American support without giving anything in return. "Who knows if and when there will be an Israeli withdrawal from Gaza?" said a teacher from Ramallah in a street interview to an Arab television network.
4. The Palestinians were grieved to hear Bush's announcement against the background of an earlier meeting with Egyptian President Hosni Mubarak. The U.S. administration ostensibly needs Arab assistance in the Iraq crisis - but in the end it turned out that it doesn't regard such assistance as important. In other words, the Arab world is so weak and pitiful that it is unable to stop the sharp pro-Israeli turn in Washington's policy.
What, then, can we expect now?
The talk in Ramallah over the weekend was that the major blow was suffered by the official Palestinian Authority - namely Yasser Arafat and his colleagues.
They were the ones who were surprised and hurt, not the circles that constitute the Palestinian opposition. Hamas spokesmen, for example, were almost exultant at Bush's remarks. Khaled Meshal, the head of Hamas's politburo, said, "At long last comes the Bush statement and puts an end to the illusion about a possible political agreement, under American auspices, between the Jewish state and the Palestinians."
A spokesman for Islamic Jihad added, "We always told you [referring to Arafat and the senior level of the Palestinian Authority] that armed struggle is the only way."
One result of the shift in American policy seems to be that the Palestinian public is pushing for the emergence of a united national leadership as quickly as possible.
At week's end circles in the West Bank and Gaza also marked the second anniversary of the arrest by Israel of Fatah-Tanzim leader Marwan Barghouti (Palestinian reports spoke of Barghouti's "abduction").
He was described as "the engineer of the intifada and the symbol of the struggle."
This was also the anniversary of the death of Khalil al-Wazir (Abu Jihad), who was considered the No. 2 figure in the PLO; he was killed by Israeli commandos in his home in Tunis in 1988.
Assemblies and meetings in honor of Barghouti and in memory of the "prince of the shaheeds," Abu Jihad, were held in the territories, and all of them emphasized the need for national unity.
The unity slogan currently in use by Hamas is "partnership in blood and partnership in decision-making."
That is, given the end of the Oslo process and the return to the violent struggle, they are ready to join the new leadership that will replace the existing institutions.
The official announcements emanating recently from Arafat's office also report meetings of "the PLO executive and representatives of the different factions" - meaning that Arafat is already implementing moves toward unity.
"It was only because of security problems that Hamas and Islamic Jihad did not attend the meetings," one communique stated, seeking to underscore the fact that the Islamic zealots, too, have stopped boycotting the Palestinian national institutions.
Arafat, in a public speech devoted to Abu Jihad that was broadcast by Palestinian television on Thursday, emphasized the theme of national unity along with declarations that the Palestinians have no intention of forgoing their rights, including the right of return.
The entire Palestinian public is thus united in its rejection of the Israeli-American understandings.
The situation was concisely summed up in a cartoon in Al-Ayyam showing a Palestinian family in which the father is reading the "Bush declaration" and asserts: "It will never happen."

How Israel and the United States Helped to Bolster Hamas

As Hamas wins an upset victory in the Palestinian parliamentary elections, we take a look at the little-known rise of the militant group with investigative journalist Robert Dreyfuss, author of the new book Devil's Game: How the United States Helped Unleash Fundamentalist Islam   In it, Dreyfuss reveals how the U.S. looked the other way when Israel's secret service supported the creation of Hamas.
According to Middle East analyst Dilip Hero, the success of Hamas in the Palestinian parliamentary elections comes as other Islamist groups gaining political strength in the Middle East.   Last year Islamist candidates won most of the seats in the municipal elections in Saudi Arabia.   In Lebannon, Hizbollah has emerged as the preeminent representative of Lebanese Shiites.   In Egypt, the Muslim Brotherhood won 60% of the seats it contested last year.   And in Iraq, religious Shiite and Sunni parties performed best in December parliamentary elections.

ROBERT DREYFUSS:    Well, gosh, you know, you can go back, really 60 or 70 years.   The Hamas organization is an outgrowth, really a formal outgrowth, of the Muslim Brotherhood, which was a transnational organization founded in Egypt, which established branches in the ‘30s and ‘40s in Jordan and Palestine and Syria and elsewhere.   And the Palestinian branch of the Muslim Brotherhood was founded by a man named Said Ramadan, actually the father of Tariq Ramadan, who you mentioned earlier.   Said Ramadan was one of the founders of the Brotherhood, who was the son-in-law of its originator, Hassan al-Banna, and he established the Muslim Brotherhood in Jordan and in Jerusalem in 1945.   And it grew rapidly during the ‘40s and was, not surprisingly, a very conservative political Islamic Movement that had a lot of support from the Hashemite royal family of Jordan and from the king of Egypt.
This movement, as it began in the ‘40s and ‘50s, ran up against the emerging tide of Arab nationalism, and really the story of Hamas and the story of the Muslim Brotherhood is a continual battle for the last 50 years between Arab nationalists and the Arab left on one hand, and what I would call the Islamic right on the other hand.   So the Hamas movement, as it grew out of the Muslim Brotherhood, found itself in the 1960s fighting Arab nationalism in all of these countries, including Egypt.
When Fatah was founded in late 1950s and began taking action against Israel in guerilla warfare in the mid-60s, Hamas was — or the Muslim Brotherhood was strongly opposed to Fatah.   They grew out of the same movement.   The Palestinian Fatah organization was founded really out of the League of Palestinian Students, that was a Muslim Brotherhood organization.   But the nationalists broke away, and people like Khalil al-Wazir, and Salah Khalaf, and Yasser Arafat and the Hassan brothers, who founded Fatah, broke away from the Muslim Brotherhood in the late 1950s.
And by 1965, the Muslim Brotherhood in Egypt launched its second attempt to kill Nasser at precisely the same time that Nasser was supporting the Palestinian national movement and Fatah against Israel in the areas surrounding the Israeli borders on the Egyptian front.   So the Egyptian authorities arrested a man and put him in jail in 1965, named Ahmed Yassin.   Ahmed Yassin, of course, is the founder of Hamas.   He was, in turn — we'll get to the end of the story — was killed by Israel a couple of years ago.   But in 1965, he was put in jail by the Egyptian authorities.   And then, two years later, of course, when Israel occupied Gaza and the West Bank and, of course, the Sinai peninsula after the 1967 War, the Israelis released Ahmed Yassin and a number of other Muslim Brotherhood leaders.
And starting in 1967, the Israelis began to encourage or allow the Islamists in the Gaza and West Bank areas, among the Palestinian exiled population, to flourish.   The statistics are really quite staggering.   In Gaza, for instance, between 1967 and 1987, when Hamas was founded, the number of mosques tripled in Gaza from 200 to 600.   And a lot of that came with money flowing from outside Gaza, from wealthy conservative Islamists in Saudi Arabia and elsewhere.   But, of course, none of this could have happened without the Israelis casting an approving eye upon it.
And during these years, during that 20-year span, the Hamas organization was a bitter opponent of Palestinian nationalism, clashed repeatedly with the P.L.O. and with Fatah, of course, refused to participate in the P.L.O. umbrella.   And just as during the ‘50s and ‘60s, the Muslim Brotherhood fought against the Nasserists, the Baath Party, the communists and the rest of the Arab left, in the 1970s and ‘80s, the Muslim Brotherhood fought against the Palestinian national movement.   Now that's not even a surprise, you know.   In 1970, when the king of Jordan launched his massive counter-offensive against the Palestinians there in that event called Black September, the Muslim Brotherhood was a strong supporter of the king and actually backed his effort, which resulted in thousands of Palestinians killed in a virtual civil war in Jordan.
So there's plenty of evidence that the Israeli intelligence services, especially Shin Bet and the military occupation authorities, encouraged the growth of the Muslim Brotherhood and the founding of Hamas.   There are many examples and incidents of that.   But there were armed clashes, of course, on Palestinian university campuses in the ‘70s and ‘80s, where Hamas would attack P.L.O., PFLP, PDFLP and other groups, with clubs and chains.   This was before guns became prominent in the Occupied Territories.
Even that, however — there's a very interesting and unexplained incident.   Yassin was arrested in 1983 by the Israelis.   On search of his home, they found a large cache of weapons.   This would have been a fairly explosive event, but for unexplained reasons, a year later Yassin was quietly released from prison.   He said at the time that the guns were being stockpiled not to fight the Israeli occupation authorities, but to fight other Palestinian factions.
That and other incidents gave rise to — a number of diplomats and intelligence people who I interviewed, saying that there was plenty of reason to think that the Israelis were fostering the growth of Hamas.   And, of course, Yasser Arafat himself, in a famous quote to a newspaper reporter a number of years ago, explicitly described Hamas as, quote, “a creature of Israel.”   And he said that he discussed this with Yitzhak Rabin during their Oslo process.   And Rabin told Arafat that it was “a fatal error” for the Israelis to have encouraged the growth of Hamas.   The theory of it, of course, was that Hamas would be a force against Palestinian nationalism.   And I think it's clear that it ended up, to a shocking degree, backfiring against overall Israeli policy.
JUAN GONZALEZ:    Robert Dreyfuss, the role of the United States in all of this; obviously, the U.S. — and many people don't recall — that in the ‘60s and ‘70s, was not only worried about the P.L.O. itself, but the other groups you mentioned, the Popular Front and the Democratic Popular Front, which were even more radical and leftist groups than Fatah.   The role of the United States while Israel was fostering a development of this movement within the Occupied Territories?
ROBERT DREYFUSS:    Well, the United States, of course, has had one constant, that it was a major supporter of Israel and considered Israel an ally, so anything that looked like Palestinian nationalism was seen as a threat to Israel, and the United States, as you might expect, like Israel, refused to even discuss or admit the existence, during those early years, of Palestinians as a force or Palestinian nationalism.
But, of course, the other big ally of the United States in the Middle East was Saudi Arabia, and Saudi Arabia was the main engine and source of support for the Muslim Brotherhood throughout the entire Middle East.   So I don't think there's any question that the United States was happy to see the growth of the Islamic Movement in those early years.
The clearest example of this, and I talk about this at length in my book, is when Nasser finally died in 1970 and Anwar Sadat took over as president of Egypt, he had no political base.   And so, Sadat encouraged the Muslim Brotherhood to come back to Egypt, and they did, beginning in 1971.   Said Ramadan led a Saudi-supported delegation to meet with Sadat.   The Brotherhood came back into Egypt and began to organize, with Sadat's official encouragement, and certainly with the knowledge and support of the United States, a powerful political constituency for the Islamists in Egypt.   And they not only created mosques, but took over al-Azhar, the main center of the Islamic thought in Cairo and, really, in the world, some people would say, and became a major political and religious presence in Egypt, as well.
Not only that, the United States and Israel, apparently with Jordan's help, too, encouraged the Muslim Brotherhood in Syria in a virtual civil war that began in the 1970s.   There were training camps in Jordan and in Lebanon, supported by King Hussein and by the Israelis, with full knowledge of the United States, to train Muslim Brotherhood commandos to try to destabilize the Syrian regime.   So the Muslim Brotherhood was a sort of an underground force that was roughly allied, to a significant degree, with America's allies in the Middle East.   And the Syrian Civil War, the Lebanese Civil War, the Jordanian Black September Civil War, many of these conflicts that all revolved around control of the Middle East and, in a larger sense, control of the Middle East oil resources, pit the United States against anything that looked like a nationalist force.
AMY GOODMAN:    We're talking to Robert Dreyfuss, investigative reporter, author of the new book, Devil's Game: How the United States Helped Unleash Fundamentalist Islam.   We've talked about Hamas, which, as you point out, means “zeal”?
ROBERT DREYFUSS:    Yes, the words "Islamic Resistance Movement" form the letters that create Hamas, H.M.S., and Hamas, in turn, in Arabic means "zeal."
AMY GOODMAN:    Let's turn now to another country very much in the news, and that's Iran. What about the role of the United States in fundamentalist Iran?
ROBERT DREYFUSS:    Well, you know, in researching my book, I found myself sitting at lunch one day next to an old gentleman.   I asked him — this was at an old retired C.I.A. officers' conference.   And it turned out his name was John Waller.   And John Waller, who died last year, was then in his eighties.   And I spent several hours interviewing him later on.   He was the first C.I.A. station chief in Iran, beginning in 1947, and he served there six years until he returned to Washington in 1953 to coordinate the coup d'etat against Mohammed Mosedeq, an Iranian nationalist, who had just nationalized Iran's oil industry.   And, of course, that was the coup that restored the Shah of Iran to his throne after he had fled Iran.
And Waller described to me how the United States reached out to a man named Ahmed Kashani, an ayatollah in Iran and the mentor of Ayatollah Khomeini, in fact.   Kashani was then really the king of all Islam in Iran.   He worked with an organization, an underground movement called the Devotees of Islam, which was an unofficial branch, again, of the Muslim Brotherhood, even though it was a Shiite organization and the Brotherhood is mostly Sunni.   And so, in the 1953 coup d'etat, the United States paid money to Kashani and his religious forces, and they provided the demonstrators, who in turn went out into the streets, saying, "Down with Mosadeq!     Bring back the Shah!"
And ironically, one of the great ironies of this story was that Ayatollah Khomeini, himself, who later became the undisputed dictator of Iran in 1979, ‘81, well, Khomeini himself was in the street with his mentor, Kashani, saying, “Down with Mosedeq!     Bring back the Shah!”   And so, while the Iranian Shiite religious fundamentalist movement was always suspicious of the Shah and certainly clashed with him repeatedly over the next 25 years, its prime enemy was communism and nationalism.   And you even found, after Ayatollah Khomeini came to power in 1979, people like Zbigniew Brzezinski and our ambassador in Iraq now, Zalmay Khalilzad, both argued that Khomeini was a greater threat to the Soviet Union than to the United States and that Islam would destabilize Central Asia, would rouse the Muslims of the Central Asian Muslim republics.
Now, that did not happen.   But what did happen was that the United States supported the jihad in Afghanistan, and precisely on that theory that this jihad would not only get the Soviets out of Afghanistan, but would then spread across the border into the Soviet republics.   Ironically, I guess, during all of this period, one little-known fact is that the neoconservatives in the 1980s, who were a minority force, not quite the dominant power they are now under the Bush administration, argued vociferously that the United States was wrong in tilting toward Iraq during the Iran-Iraq War.   They argued for a tilt in favor of Iran.   And that's what led exactly to the Iran-Contra Affair, which had its roots in the neoconservative belief that the United States’ true partner in the Gulf was Iran, even though it was led by Khomeini.   They felt that there were people there, Rafsanjani and others, that they could deal with.
One of the things I report quite extensively in my book is that throughout the entire Iran-Iraq War, Israel provided significant and steady supply of weapons to Iran.   From 1979, and especially after the war with Iraq began, in 1980, the Israelis would meet once a month in Geneva with an Iranian air force team, and the Iranians would give Israel a shopping list.   And the Israelis then provided a steady supply of weapons to Iran during its war with Iraq.   This is somewhat acknowledged, but basically an unknown footnote to history.   Yet it shows, I think, part of the underhanded way in which the Islamists have been seen from time to time as convenient partners, especially during the Cold War, of both the United States, the British and the Israelis, all of whom had their hand in supporting Islamists of one branch or another.

Hamas Victory Stuns Palestinians and Foreigners Alike

Hamas won a landslide victory in parliamentary elections as Palestinian voters rejected the longtime rule of the corruption-ridden Fatah Party, according to nearly complete official returns Thursday.
The triumph by the Islamic resistance movement plunged the future of Mideast peacemaking into turmoil.
Palestinian leaders, stunned by the group's sweeping victory, huddled to determine the shape of a new government as world leaders, including President Bush, insisted Hamas renounce violence and recognize Israel's right to exist.
Supporters of the two main parties briefly scuffled in Ramallah after Hamas supporters raised their party's green flag over the parliament.
The two sides threw stones at each other, breaking windows in the building, as a small group of Fatah supporters tried to lower the banner.
The crowd of about 3,000 Hamas backers cheered and whistled as activists on the roof raised the flag again.
Hamas won 76 seats in the 132-member parliament, while Fatah, which controlled Palestinian politics for four decades, won 43 seats, said Hanna Nasser, head of the Central Election commission.
The 13 remaining seats went to several smaller parties and independents.
Hamas won 60.3 percent of the vote, said Ismail Haniyeh, one of the group's leaders.
Israeli politicians from across the political spectrum said there could be no relations with a group that has been responsible for scores of deadly attacks against Israelis and is listed as a "terror" (resistance) organization by the United States and the European Union.
(They forgot their state terrorism responsible for the killing of thousands of innocent Palestinian civilians in the last five years, and injuring tens of thousands of them).
Palestinian Prime Minister Ahmed Qureia and his Cabinet resigned even before the official results were announced, and Palestinian leader Mahmoud Abbas was to ask Hamas to form the next government.

Hamas will form the new Palestinian government after a surprise election win.
Hamas' exiled supreme leader, Khaled Masha'al, called Abbas from Syria to discuss the results.
"He stressed Hamas insists on a partnership with all the Palestinian factions, especially our brothers in Fatah," Hamas said on its Web site.
In a first sign of pragmatism, Mahmoud Al-Zahar, a top Hamas official, said the group would extend its year-old truce if Israel reciprocates.
"If not, then I think we will have no option but to protect our people and our land," he told Associated Press Television News.
Bush said the United States will not deal with Palestinian leaders who dispute Israel's right to exist.
"If your platform is the destruction of Israel, it means you're not a partner in peace, and we're interested in peace," Bush said.
Israel's acting foreign minister, Tzipi Livni, asked the EU not to deal with a "terror government"
(forgetting that her government has always practiced state terrorism against the Palestinian people).
Fatah legislator Saeb Erekat, who led Palestinians in negotiations with Israel, said the party does not want to join a Hamas government.
"We will be a loyal opposition and rebuild the party," Erekat said, after meeting with Abbas.   But Nabil Sha'ath, another senior Fatah lawmaker, said the party's leadership would make a decision later Thursday.
Abbas was elected separately a year ago and remains president.
However, the Palestinian leader has said he would resign if he could no longer pursue his peace agenda.
The Cabinet and legislature must approve any major initiative by Abbas, giving Hamas tremendous influence over peace moves.
Hamas supporters streamed into the streets to celebrate.
In the southern Gaza town of Rafah, supporters shot in the air and handed out candy.

Others honked horns and waved Hamas flags from car windows.
Leaders around the world were shocked by Hamas' victory, with Italian Premier Silvio Berlusconi reportedly calling it a "very, very, very bad result," and others insisting Hamas give up violence and recognize Israel's right to exist.
"You cannot have one foot in politics and another in terror," Secretary of State Condoleezza Rice said.
Hamas capitalized on widespread discontent with years of Fatah corruption and ineffectiveness.
Much of its campaign focused on internal Palestinian issues, while playing down the conflict with Israel.
Before the election, Hamas had suggested it would be content as a junior partner in the next government, thus avoiding a decision on its relationship with Israel.
Throughout the campaign, leaders sent mixed signals, hinting they could be open to some sort of accommodation with Israel.
Its apparent victory will now force it to take a clearer position on key issues, including whether to abandon its violent ideology.
Mushir al-Masri, a Hamas candidate who won election in the northern Gaza Strip, said peace talks and recognition of Israel are "not on our agenda" but the group is ready for a partnership — presumably with Abbas.
Senior Israeli security officials gathered Thursday to discuss the results and acting Prime Minister Ehud Olmert scheduled talks with senior officials but made no public comment.
Benjamin Netanyahu, leader of the opposition Likud Party, condemned the vote.
"Today Hamastan was formed," he said. Labor Party politician Ami Ayalon said Israel might have to change the route of its West Bank security barrier to take Hamas' victory into account.

Hamas officials tried to reassure the world of its intentions.
"Don't be afraid," Ismail Haniyeh, a Hamas leader, told the BBC.
"Hamas is a Palestinian movement, it is an aware and mature movement, one which is politically open in the Palestinian arena, and to its Arab and Islamic hinterland, and similarly open to the international arena."
Palestinian election officials confirmed early Thursday that Hamas had won a large majority of the seats up for grabs in electoral districts in the West Bank and Gaza.
It was the first time Hamas has contested a parliamentary vote.
Half the seats in Wednesday's parliament vote were chosen on a national list and the other half by districts.
While the national voting appeared to be close, election officials said Hamas had won a large majority in the district races.
Hamas apparently took advantage of divisions in Fatah; the long-ruling party fielded multiple candidates in many districts, splitting the Fatah vote.
Initial exit polls had given Fatah a slight edge.
Palestinian pollsters were at a loss to explain the discrepancy between the exit polls and the result.
It may have been partly due to a reluctance by some voters to admit to pollsters that they were abandoning the ruling party.
The errors appeared especially glaring in the district races, where smaller numbers of voters were polled.
Palestinian legislator Hanan Ashrawi, who was re-elected on a moderate platform, said the Hamas victory was a dramatic turning point.
She said Fatah's corruption, Israel's tough measures and international indifference to the plight of the Palestinians were to blame for Hamas' strong showing.
International observers, led by former President Carter, said the elections were "well-administered."

BETHLEHEM (Ma'an) — An autopsy has revealed that Arafat Jaradat died of extreme torture in Israeli custody and did not have a cardiac arrest, the PA Minister of Detainee Affairs said Sunday.
At a news conference in Ramallah, Issa Qaraqe said an autopsy conducted in Israel in the presence of Palestinian officials revealed that 30-year-old Jaradat had six broken bones in his neck, spine, arms and legs.

"The information we have received so far is shocking and painful.
The evidence corroborates our suspicion that Mr. Jaradat died as a result of torture, especially since the autopsy clearly proved that the victim's heart was healthy, which disproves the initial alleged account presented by occupation authorities that he died of a heart attack."
The minister said Jaradat had sustained injuries and severe bruising in the upper right back area and severe bruises of sharp circular shape in the right chest area..... evidence of severe torture and on the muscle of the upper left shoulder, parallel to the spine in the lower neck area, and evidence of severe torture under the skin and inside the muscle of the right side of the chest.
His second and third ribs in the right side of the chest were broken, Qaraqe said, and he also had injuries in the middle of the muscle in the right hand...
Palestinian Prisoners Society president Qaddura Fares added that the autopsy revealed seven injuries to the inside of Jaradat's lower lip, bruises on his face and blood on his nose...... no signs of bruising or stroke, the minister added.
"Jaradat died due to torture and not a stroke or heart attack," he said, adding that those responsible must be sued either through Interpol or the International Criminal Court.
Jaradat's lawyer Kameel Sabbagh said he was tortured by Israeli interrogators.
Sabbagh said in a statement Sunday:
"When I entered the courtroom I saw Jaradat sitting on a wooden chair in front of the judge.
His back was hunched and he looked sick and fragile,"
"When I sat next to him he told me that he had serious pains in his back and other parts of his body because he was being beaten up and hanged for many long hours while he was being investigated...
When Jaradat heard that the judge postponed his hearing he seemed extremely afraid....."

These roads and settlements separate towns and villages from each other causing great hardship for Palestinians trying to reach relatives and even to shop.

There are also large tracts of US Israel reserved land with military areas or 'nature reserves' labels applied by the occupying forces.

The Israel military, including weapons: tanks, missiles, warplanes, artillery, shells, are all funded by the US taxpayer.

More than Fifteen million US dollars is given by US taxpayers to Israel each day for their military use.

Funding by the US Taxpayer for the enslavement of the Palestinian people continues to increase, estimated now considerably more than the previous 4 billion US dollars per year.
