Unusually Large U.S. Weapons Shipment to Israel: Are the US and Israel Planning a Broader Middle East War?
A very large delivery of US weaponry to Israel consisting of 3,000 tons of 'ammunition' is scheduled to sail to Israel.
The size and nature of the shipments are described as 'unusual.'

Shipping 3,000-odd tons of ammunition in one go is a lot," one broker said, on condition of anonymity.
This (kind of request) is pretty rare and we haven't seen much of it quoted in the market over the years," he added.
Shipping brokers in London who have specialized in moving arms for the British and U.S. military in the past said such ship charters to Israel were rare.
325 standard 20-foot containers
The Pentagon has entrusted a Greek merchant shipping company to deliver the weapons to Israel.
Reuters, January 10, 2009:
The U.S. is seeking to hire a merchant ship to deliver hundreds of tons of arms to Israel from Greece later this month, tender documents seen by Reuters show.
The U.S. Navy's Military Sealift Command (MSC) said the ship was to carry 325 standard 20-foot containers of what is listed as 'ammunition' on two separate journeys from the Greek port of Astakos to the Israeli port of Ashdod in mid-to-late January.
A 'hazardous material' designation on the manifest mentions explosive substances and detonators, but no other details were given.
It is worth noting that a similar unusually large shipment of US ordinance to Israel was scheduled in early December.

Tender documents indicate that the German ship hired by the US in early December also carried a massive cargo of weapons that weighed over 2.6 million kg [2600 tons] and filled up to 989 standard 20-foot containers to Ashdod from North Carolina.

Are These Large Shipments of Ordinance Connected to the Invasion of Gaza?
The request by the Pentagon to transport ordinance in a commercial vessel, according to Reuters, was made on December 31, 4 days after the commencement of the aerial bombings of Gaza by F16 Fighter jets.
Analysts have hastily concluded, without evidence, that the 2 shipments of "ammunition" were intended to supply Israel's armed forces in support of its military invasion of Gaza.
A senior military analyst in London who declined to be named said that, because of the timing, the shipments could be "irregular" and linked to the Gaza offensive. (Reuters, January 10, 2009)
These reports are mistaken.
Delivery of ordinance always precedes the onslaught of a military operation.
The ordinance required under 'Operation Cast Lead' was decided upon in June 2008.
Further to the Tel Aviv's request under the US military aid program to Israel, the U.S. Congress approved in September 2008 the transfer of 1,000 bunker-buster high precision GPS-guided Small Diameter Guided Bomb Units 39 (GBU-39).
The GBU 39 smart bombs produced by Boeing were delivered to Israel in November.
They were used in the initial air raids on Gaza:
...The Israel Air Force has used the new lightweight GBU-39 Small Diameter Bomb acquired from the USA, in the recent attacks in Gaza.
The [Jerusalem] Post mentioned the new weapons ordered last September having arrived last month [November], and already put to action with the IAF fighters.
These weapons could have been deployed by the Boeing/IAF F-15Is, since sofar SDB is cleared for use only with this type of aircraft.
It is highly unlikely that the bulk of the weaponry included in these two large shipments, scheduled to arrive in Israel in late January, is intended to be used in Israel's military operation in Gaza.
The GBU-39 is lightweight (130 kg).
The entire shipment of GBU 39s (1000 units) would be of the order of a modest 130 tons.
In other words, the specifications of the GBU 39 do not match the description of the "unusually large" and "heavy" shipment of ordinance.
Escalation Scenario
The shipment ordered on December 31 is of the order of 3000 tons, an unusually large and heavy cargo of 'ammunition' pointing to the transfer of heavy weaponry to Israel.
According to US military statements, the ordinance is for stockpiling, to be used "at short notice" in the eventuality of a conflict:
This previously scheduled shipment is routine and not in support of the current situation in Gaza. ...The U.S. military pre-positions stockpiles in some countries in case it needs supplies at short notice." (Reuters, 10 Jan 2009, emphasis added)
Whatever the nature of these large weapons shipments, they are intended for use in a future military operation in the Middle East.

Since the launching of the Theater Iran Near Term Operation Operation (TIRANNT) in May 2003, an escalation scenario involving military action directed against Iran and Syria has been envisaged.
TIRANNT was followed by a series of military plans pertaining to Iran. Numerous official statements and US military documents have pointed to an expanded Middle East war.
What these shipments suggest is that the 'escalation scenario' not only prevails, but has reached a more active stage in the process of US-Israeli military planning.
Whether these weapons will be used or not is not known.
The central question, in this regard, is whether the Gaza invasion is part of a broader military adventure directed against Lebanon, Syria and Iran, in which heavier weaponry including US made bunker buster bombs will be used.
History of US Weapons Shipments to Israel
The stockpiling of US made bunker buster bombs by Israel has been ongoing since 2005:
The United States will sell Israel nearly 5,000 smart bombs in one of the largest weapons deals between the allies in years.
Among the bombs the [Israeli] air force will get are 500 one-ton bunker busters that can penetrate two-meter-thick cement walls; 2,500 regular one-ton bombs; 1,000 half-ton bombs; and 500 quarter-ton bombs.
The bombs Israel is acquiring include airborne versions, guidance units, training bombs and detonators.
They are guided by an existing Israeli satellite used by the military.
The sale will augment existing Israeli supplies of smart bombs.
The Pentagon told Congress that the bombs are meant to maintain Israel's qualitative advantage [against Iran], and advance U.S. strategic and tactical interests. (Jewish Virtual Library September 21-22, 2004, Haaretz / Jerusalem Post.)
The actual shipments of US made bunker buster bombs started in 2005.
Uranium coated munitions
The US approved in April 2005, the delivery of:
Some 5,000 'smart air launched weapons' including some 500 BLU 109 'bunker-buster bombs.
The (uranium coated) munitions are said to be more than 'adequate to address the full range of Iranian targets, with the possible exception of the buried facility at Natanz, which may require the [more powerful] BLU-113 bunker buster [a variant of the GBU 28]'

Used by US and Israel in Lebanon war
The BLU-109 is smaller than the GBU 28:
"It is a 2,000lbs warhead that can be used in combination with a GPS guidance kit [...], and can penetrate up to 15 feet of fortified concrete." (See F16.net)
In 2006 at the height of the Lebanon War in August 2006, a major shipment of the 2.2 ton GBU 28 bombs, according to the New York Times, was dispatched to Israel.
The GBU 28 is produced by Raytheon. It was used against Iraq in the 1991 Gulf War, has the the capability of penetrating some 20 feet of reinforced concrete. (Haaretz, 9 Nov 2008) In contrast to the GBU 39 smart bombs (130 kg) used against Gaza, each GBU-28 weighs a hefty 2.2 tons.
The Guided Bomb Unit-28 (GBU-28) is a special weapon developed for penetrating hardened Iraqi command centers located deep underground.
The GBU-28 is a 5,000-pound laser-guided conventional munition that uses a 4,400-pound penetrating warhead. (Federation of American Scientists)

Financed by US military aid to Israel
The recent unusually large shipments of weaponry to Israel are part of the 2004 agreement between Washington and Tel Aviv, financed by US military aid to Israel.
As mentioned above, there is a history of delivery of bunker buster bombs (including the GBU 28), going back to 2005.
While the nature and composition of these recent weapons shipments to Israel are not known, one suspects that they include the heavier version of the bunker buster bombs including the GBU-28.
In this regard, it is worth noting that last Summer, Israel requested the Pentagon to deliver GBU-28 bunker buster bombs.
The stated purpose was to use them in the eventuality of a military operation directed against Iran.
In September 2008, according to US and Israeli press reports quoting Pentagon officials, Tel Aviv's request was turned down.
According to the reports, Washington categorically refused to deliver the shipment of GBU 28 bunker buster bombs, to be used to attack Iran's nuclear facilities.
Provide a powerful 'new weapon' in Gaza
'Instead' Washington accepted to deliver the lightweight GBU-39 for use against Gaza.
The U.S. had "rejected an Israeli request for military equipment and support that would improve Israel's ability to attack Iran's nuclear facilities."
The Americans viewed [Israel's] request, which was transmitted (and rejected) at the highest level, as a sign that Israel is in the advanced stages of preparations to attack Iran.
They therefore warned Israel against attacking, saying such a strike would undermine American interests.
They also demanded that Israel give them prior notice if it nevertheless decided to strike Iran.
In early September, Haaretz reported that the request had included GBU-28 "bunker-buster" bombs.
In mid-September, the U.S. agreed instead to sell Israel 1000 GBU-39 'bunker buster; bombs which Israeli military experts said "could provide a powerful new weapon" in Gaza, AP reported.
So: when Israel requested weapons that the U.S. expected would be used for bombing Iran, the U.S. said no, and added explicitly that it did not want to see an Israeli attack on Iran.
And there was no Israeli attack on Iran.

Media Disinformation
The official statements and press reports are bogus.
Israel and the US have always acted in close coordination.
Washington does not "demand that Israel give them prior notice" of a military operation:
The report in Haaretz suggests that the Bush Administration was adamant and did not want the Israelis to attack Iran.
In fact, the reports suggested that the US would shoot down Israeli planes, if they tried to attack Iran:
Air-space authorization:
An attack on Iran would apparently require passage through Iraqi air space.
For this to occur, an air corridor would be needed that Israeli fighter jets could cross without being targeted by American planes or anti-aircraft missiles.
The Americans also turned down this request.
According to one account, to avoid the issue, the Americans told the Israelis to ask Iraqi Prime Minister Nuri al-Maliki for permission, along the lines of "If you want, coordinate with him.

This Israeli report is misleading.
Israel is America's ally.
Military operations are closely coordinated.
Israel does not act without Washington's approval and the US does not shoot down the planes of its closest ally.

The Nature and Composition of the Recent US Weapons Shipments to Israel
These unusually large shipments of ordinance would normally require Congressional approval. To our knowledge, there is no public record of approval of the unusually large shipments of heavy "ammunition" to Israel.
The nature and composition of the shipments are not known.
Was Israel's request for the delivery of the 2.2 ton GBU 28 accepted by Washington, bypassing the US Congress?
Are GBU 28 bombs, each of which weighs 2.2 tons part of the 3000 ton shipments to Israel?
Are tactical bunker buster mini-nuclear bombs included in Israel's arsenal?
These are questions to be raised in the US Congress.
The two shipments of "ammunition" are slated to arrive in Israel, respectively no later than the 25th and 31st of January.
Secretary Robert Gates who remains at the helm of the Department of Defense ensures continuity in the military agenda.
Preparing for a Confrontation with Iran: Beefing Up Israel's Missile Defense System
In early January, the Pentagon dispatched some 100 military personnel to Israel from US European Command (EUCOM) to assist Israel in setting up a new sophisticated X-band early warning radar system.

This project is part of the military aid package to Israel approved by the Pentagon in September 2008:
The Israeli government requested the system to help defend against a potential missile attack from Iran.
Defense Secretary Robert M. Gates signed off on the deployment order in mid-September. ....
Once fully operational, the system will be capable of tracking and identifying small objects at long distance and at very high altitude, including space, according to U.S. Missile Defense Agency officials.
It also will integrate Israel’s missile defenses with the U.S. global missile detection network.
“This will enable the Israelis to track medium- and long-range ballistic missiles multiple times better than their current radar allows them to,” Morrell said.
“It will … more than double the range of Israel's missile defense radars and increase its available engagement time.”
This, he said, will greatly enhance Israel’s defensive capabilities.
“There is a growing ballistic missile threat in the region, particularly from Iran,” Morrell said.
“And no one in the region should feel more nervous about that threat than the Israelis.
“And they clearly do, and they have asked for our assistance.”

The new X-band radar system "permits an intercept soon after launch over enemy instead of friendly territory." (Sen. Joseph Azzolina: Protecting Israel from Iran's missiles Bayshore News, December 26, 2008).
The X-band radar would "integrate Israel’s missile defenses with the U.S. global missile detection network, which includes satellites, Aegis ships on the Mediterranean, Persian Gulf and Red Sea, and land-based Patriot radars and interceptors." (Ibid)
What this means is that Washington calls the shots.
The US rather than Israel would control the Air Defense system:
'This is and will remain a U.S. radar system,' Pentagon spokesman Geoff Morrell said.
'So this is not something we are giving or selling to the Israelis and it is something that will likely require U.S. personnel on-site to operate.'
(Quoted in Israel National News January 9, 2009).
In other words, the US military controls Israel's Air Defense system, which is integrated into the US global missile defense system.
Under these circumstances, Israel cannot launch a war against Iran without the consent of the US High Command.
The large shipments of US ordinance, slated to arrive in Israel after the inauguration of Barack Obama as President of the United States and Commander in Chief are part of the broader program of US-Israeli military cooperation in relation to Iran.

Iran has responded to the Israeli-US initiative, by beefing up it own missile defense system with the support of Russia.
According to reports (December 21), Moscow and Tehran have been holding talks on the supply by Russia of "medium-range air defense systems — specifically, S-300 surface-to-air missile systems" (Asian Times January 9, 2009)

Since the criminal State of Israel denied me the right to work as a journalist in my homeland Palestine and forced me to flee to Europe, I often ask myself why the U.S.A does not stop donating to Israel the bombs which they use against the Palestinians in Gaza and the West Bank.
What, ever, have we done to the USA?
Why did the U.S.A send military detachments to Israel after the Israeli lost the war in the south of Lebanon?
The Israeli military radio, 'Tsahal Radio' announced these news.
They said that the American detachment of officers had arrived in Israel to take part in the 'Autumn Clouds' operation in Gaza.
That they helped the Israeli military to perform their 'killing duties' without any loss.
American officers were involved in the last Beit Hanoun massacre, in which in one incident 20 Palestinians were killed, at least 60 innocent children, old men and women were injured.

The question poses itself, why is the political discourse of the European countries still fixated on the crimes against the Jews over 60 years ago?
All the while allowing and even supporting the perpetration of the big disaster which befalls my homeland Palestine?

The Beit Hanoun massacre, a day of bloody clouds.
On November 1, 2006, the number of the Palestinians who were killed in Gaza during the 'Autumn Clouds' Israeli military terror operation reached 86, and at least 265 were injured.
This happened before the criminals of the Israeli State perpetrated the now generally known massacre in Beit Hanoun.
The morning of November 8, 2006, Israeli tanks shelled Palestinians in their homes in the northern Gaza town of Beit Hanoun.
They fired eleven shells into six homes, killing at least 20 Palestinians, wounding some 60 more.
The Irony is that this attack comes a day after Israeli troops pulled out of the town after a week-long offensive in which dozens of Palestinian died, and hundreds were injured.
A person from Gaza, who also sent me most of the pictures of this article, posted this on that day:
It has been the 7th day of the israeli aggression against citizens in gaza strip town of Bieth Hanoon, till this moment they have killed more than 90 citizen withen those 7 days.
What is most important about this, is the kind of strange weapons used in the attack.
These bombs explode in a strange way to make fatal damage of human body.
Cuts and burns more than any bomb we have ever experienced ... so this is why the number of kills is very high till now.
And for the most important even the wonded, thay almost have no hope to cure, as the damage that happens to their bodys .. the Palestinian Health ministray believes that some nuclear radiations might be contented in these weapons, as they can not really understand what is going on till now.
As i said more than 90 were killed and more than 500 wonded, tens in danger ... and more than 100 handdicapped as the type of weapons they use ..
The israelis destroyed many houses, and they killed many trees in simple words a New Jenin Camp.
If you remember what happened in Jenen, they destroyed roads, electricity and water nets.. in simple words what happened was an earth quack.
During searching some houses they stole what they found, some cellphones and PCs and gold.
What is happpening now that they Israelis partially withdrawn from Beith Hanoon, but not completely as some media say.
For that more than 9 were killed yesterday morning by Israeli snipers, or air raids and the army still ocuupying and having terrorist militant activities against civils.
Tonight some thing that happened which might be good to consider here, is an Israeli airstrike against the house of Jamila AL-Shanty, the member of the Palestinian Legaslative Council.
This caused the death of her sister and her sister's husband and an other passerby.
About the school bus that happened the day before, they shot the female teacher inside the bus in front of little kids about 4 and 5 years old.
Imagine how would they grow up?
Today there has been aggression using arsenal.
The Israeli arsenal killed more than 20 civilians as they bombed houses over the heads of the inhabitants.
So many kids and women were killed or injured this morning..."

Each time I read about the criminal Israeli operation in Gaza, seeing the increase in the number of the civilian victims, I swallowed my pain and closed the computer.
Until that evening, a day after the Beit Hanoun massacre, when I saw a group of Jews lead a demonstration against an Austrian rightist group which has its office near my house.
Suddenly the questions started coming:
How can it be that such a criminal nation has the gut to complain about the deplorable things which befell them in the past?
While they are perpetrating massacres and crimes on a daily basis.
Often worse than the most extreme crimes attributed to the Nazis.
Against the civilians of another nation.
The Palestinian population jailed in Gaza and the West Bank?

The Israeli practices in Gaza and the West Bank is indescribable.
The daily crimes of Israel in Palestine are uncountable.
Their hateful and shameless incitements against the Arab world increase day after day....
In Beit Hanoun, some of the shells landed on a home, killing 11 members of one family called Al-'Athamneh, including a 9-year-old child and a 73-year-old woman.
The other shells landed on other five homes at Hamad Street in Beit Hanoun.
Other victims were from the Al-Kafarneh family.
Muhammad Athamneh described the massacre to Palestinian newspaper Hayat Al-Jadidah.
He said that the killed were children, women, and old men, that they had killed his mother, sister, uncle and his six sons, and four sons of his second uncle.

Athamneh said that it was 5:30 at the morning, everybody were sleeping, when they heared the very strong blast of the first explosion which landed at his cousins house, followed by screaming and crying.
He ran out, found his relatives, old and young men running in the streets, escaping from the shelling and looking for protection in other places, but that this did not help them to escape from the Israeli shelling.
The "Autumn Clouds" rained missiles on their heads.
They all were killed on the roads.
The whole place was converted into a collective grave.
Athamneh was shocked, he did not know how to save the life of his family and relatives, everybody was bleeding and the floor was covered by a big pool of blood!
He saw the horrible death in front of his eyes.
His cousin’s wife died with her two children while he was screaming and seeking the Ambulance.
Nobody was able to come near under the heavy, blind shelling killing everybody moving in the area.
The sky rained blood that day.

Today Saturday, the US, who said in advance that Israel has the right to defend itself and gave the Palestinian resistance the responsibility for the massacre, vetoed a draft UN Security Council resolution condemning an Israeli attack in the Gaza Strip that killed 20 Palestinian civilians and injured more 60.
The disgusting American Psychopath Bolton described the text as 'unbalanced' and 'biased against Israel and politically motivated'.
Does anyone wonder why the Palestinian resistance is shooting missiles toward Israel, which by the way never really reach anything?
The reason is simple: the big concentration camp which is Gaza, where a million and a half people are caged, impoverished and hungry, and where almost all civilian infrastructure has been left in ruins caused by Israel.
The increased poverty and real hunger which the Palestinians suffer in their reclusion:
The shortage of food for the children,
The damaged infrastructure which the occupation left behind,
The closed entrances of the city,

Seeking International Military Forces in Palestine
Why did the European politicians not adopt the request of the Palestinians, who asked for European military forces to be sent to Palestine to protect them and the infrastructure from the Israeli crimes?
We are really seeking International military forces to stop the bloody crimes against Palestine, to make a halfways normal life possible.
The Palestinians Authority does not really exist any more.
Abbas and the people around him don’t have even the power to protect their underpants.

Israel hails US military aid rise
Israeli Prime Minister Ehud Olmert has confirmed that the United States is planning a significant increase in military and government aid to Israel.
US Democrats and Republicans Have Enough Votes To End The Palestine Israel conflict
[If They Choose To Do So]
US Democrats and Republicans simply have to block passage of any bill that would continue to fund the Israel government.
This requires not 67 or 60 US Senate votes, or even 51, but just 41 — the number of US senators needed to maintain a filibuster and prevent a bill from coming up for a vote.
In other words, the US Democrats and Republicans have more than enough votes to end the Palestine conflict — if they choose to do so.
The US Democratic and Republican leadership may believe — rightly or wrongly — that such a strategy would entail unacceptable political costs, especially with the high level funding from AIPAC and other Israel backed monetary support.
But that's very different from being unable to affect policy.
To insist that the US Congress cannot stop the Palestine conflict obscures the actual choices facing the US people — by confusing "can't" with "won't. |

The Politics of Anti-Semitism
Since the long-forgotten days when the State Department's Middle East policy was run by a group of so-called Arabists, U.S. policy on Israel and the Arab world has increasingly become the purview of officials well known for tilting toward Israel.
From the 1920s roughly to 1990, Arabists, who had a personal history and an educational background in the Arab world and were accused by supporters of Israel of being totally biased toward Arab interests, held sway at the State Department and, despite having limited power in the policymaking circles of any administration, helped maintain some semblance of U.S. balance by keeping policy from tipping over totally toward Israel.
But Arabists have been steadily replaced by their exact opposites, what some observers are calling Israelists, and policymaking circles throughout government now no longer even make a pretense of exhibiting balance between Israeli and Arab, particularly Palestinian, interests.
In the Clinton administration, the three most senior State Department officials dealing with the Palestinian-Israeli peace process were all partisans of Israel to one degree or another.
All had lived at least for brief periods in Israel and maintained ties with Israel while in office, occasionally vacationing there.

One of these officials had worked both as a pro-Israel lobbyist and as director of a pro-Israel think tank in Washington before taking a position in the Clinton administration from which he helped make policy on Palestinian-Israeli issues. Another has headed the pro-Israel think tank since leaving government.
The link between active promoters of Israeli interests and policymaking circles is stronger by several orders of magnitude in the Bush administration, which is peppered with people who have long records of activism on behalf of Israel in the United States, of policy advocacy in Israel, and of promoting an agenda for Israel often at odds with existing U.S. policy.
These people, who can fairly be called Israeli loyalists, are now at all levels of government, from desk officers at the Defense Department to the deputy secretary level at both State and Defense, as well as on the National Security Council staff and in the vice president's office.
We still tiptoe around putting a name to this phenomenon.
We write articles about the neo-conservatives' agenda on U.S.-Israeli relations and imply that in the neo-con universe there is little light between the two countries.
We talk openly about the Israeli bias in the U.S. media. We make wry jokes about Congress being "Israeli-occupied territory."
Jason Vest in The Nation magazine reported forthrightly that some of the think tanks that hold sway over Bush administration thinking see no difference between U.S. and Israeli national security interests.
But we never pronounce the particular words that best describe the real meaning of those observations and wry remarks.
It's time, however, that we say the words out loud and deal with what they really signify.
Dual loyalties.
Dual loyalties
The issue we are dealing with in the Bush administration is dual loyalties — the double allegiance of those myriad officials at high and middle levels who cannot distinguish U.S. interests from Israeli interests, who baldly promote the supposed identity of interests between the United States and Israel, who spent their early careers giving policy advice to right-wing Israeli governments and now give the identical advice to a right-wing U.S. government, and who, one suspects, are so wrapped up in their concern for the fate of Israel that they honestly do not know whether their own passion about advancing the U.S. imperium is motivated primarily by America-first patriotism or is governed first and foremost by a desire to secure Israel's safety and predominance in the Middle East through the advancement of the U.S. imperium.

"Dual loyalties" has always been one of those red flags posted around the subject of Israel and the Arab-Israeli conflict, something that induces horrified gasps and rapid heartbeats because of its implication of Jewish disloyalty to the United States and the common assumption that anyone who would speak such a canard is ipso facto an anti-Semite.
(We have a Jewish friend who is not bothered by the term in the least, who believes that U.S. and Israeli interests should be identical and sees it as perfectly natural for American Jews to feel as much loyalty to Israel as they do to the United States.
But this is clearly not the usual reaction when the subject of dual loyalties arises.)
Although much has been written about the neo-cons who dot the Bush administration, the treatment of the their ties to Israel has generally been very gingerly.
Although much has come to light recently about the fact that ridding Iraq both of its leader and of its weapons inventory has been on the neo-con agenda since long before there was a Bush administration, little has been said about the link between this goal and the neo-cons' overriding desire to provide greater security for Israel.

But an examination of the cast of characters in Bush administration policymaking circles reveals a startlingly pervasive network of pro-Israel activists, and an examination of the neo-cons' voluminous written record shows that Israel comes up constantly as a neo-con reference point, always mentioned with the United States as the beneficiary of a recommended policy, always linked with the United States when national interests are at issue.
The Begats
First to the cast of characters.
Beneath cabinet level, the list of pro-Israel neo-cons who are either policy functionaries themselves or advise policymakers from perches just on the edges of government reads like the old biblical "begats."
Deputy Secretary of Defense Paul Wolfowitz leads the pack.
He was a protégé of Richard Perle, who heads the prominent Pentagon advisory body, the Defense Policy Board.
Many of today's neo-cons, including Perle, are the intellectual progeny of the late Senator Henry "Scoop" Jackson, a strong defense hawk and one of Israel's most strident congressional supporters in the 1970s.
Wolfowitz in turn is the mentor of Lewis "Scooter" Libby, now Vice President Cheney's chief of staff who was first a student of Wolfowitz and later a subordinate during the 1980s in both the State and the Defense Departments.
Another Perle protégé is Douglas Feith, who is currently undersecretary of defense for policy, the department's number-three man, and has worked closely with Perle both as a lobbyist for Turkey and in co-authoring strategy papers for right-wing Israeli governments.
Assistant Secretaries Peter Rodman and Dov Zackheim, old hands from the Reagan administration when the neo-cons first flourished, fill out the subcabinet ranks at Defense.
At lower levels, the Israel and the Syria/Lebanon desk officers at Defense are imports from the Washington Institute for Near East Policy, a think tank spun off from the pro-Israel lobby organization, AIPAC.

Neo-cons have not made many inroads at the State Department, except for John Bolton, an American Enterprise Institute hawk and Israeli proponent who is said to have been forced on a reluctant Colin Powell as undersecretary for arms control.
Bolton's special assistant is David Wurmser, who wrote and/or co-authored with Perle and Feith at least two strategy papers for Israeli Prime Minister Netanyahu in 1996.
Wurmser's wife, Meyrav Wurmser, is a co-founder of the media-watch website MEMRI (Middle East Media Research Institute), which is run by retired Israeli military and intelligence officers and specializes in translating and widely circulating Arab media and statements by Arab leaders.
A recent investigation by the Guardian of London found that MEMRI's translations are skewed by being highly selective.
Although it inevitably translates and circulates the most extreme of Arab statements, it ignores moderate Arab commentary and extremist Hebrew statements. |

The Politics of Anti-Semitism
In the vice president's office, Cheney has established his own personal national security staff, run by aides known to be very pro-Israel.
The deputy director of the staff, John Hannah, is a former fellow of the Israeli-oriented Washington Institute.
On the National Security Council staff, the newly appointed director of Middle East affairs is Elliott Abrams, who came to prominence after pleading guilty to withholding information from Congress during the Iran-contra scandal (and was pardoned by President Bush the elder) and who has long been a vocal proponent of right-wing Israeli positions.
Putting him in a key policymaking position on the Palestinian-Israeli conflict is like entrusting the henhouse to a fox.
Pro-Israel activists with close links to the administration are also busy in the information arena inside and outside government.
The head of Radio Liberty, a Cold War propaganda holdover now converted to service in the "war on terror," is Thomas Dine, who was the very active head of AIPAC throughout most of the Reagan and the Bush-41 administrations.
Elsewhere on the periphery, William Kristol, son of neo-con originals Irving Kristol and Gertrude Himmelfarb, is closely linked to the administration's pro-Israel coterie and serves as its cheerleader through the Rupert Murdoch-owned magazine that he edits, The Weekly Standard.
Some of Bush's speechwriters - including David Frum, who coined the term "axis of evil" for Bush's state-of-the-union address but was forced to resign when his wife publicly bragged about his linguistic prowess - have come from The Weekly Standard.
Frank Gaffney, another Jackson and Perle protégé and Reagan administration defense official, puts his pro-Israel oar in from his think tank, the Center for Security Policy, and through frequent media appearances and regular columns in the Washington Times.
The incestuous nature of the proliferating boards and think tanks, whose membership lists are more or less identical and totally interchangeable, is frighteningly insidious.

Several scholars at the American Enterprise Institute, including former Reagan UN ambassador and long-time supporter of the Israeli right wing Jeane Kirkpatrick, make their pro-Israel views known vocally from the sidelines and occupy positions on other boards.
Probably the most important organization, in terms of its influence on Bush administration policy formulation, is the Jewish Institute for National Security Affairs (JINSA).
Formed after the 1973 Arab-Israeli war specifically to bring Israel's security concerns to the attention of U.S. policymakers and concentrating also on broad defense issues, the extremely hawkish, right-wing JINSA has always had a high-powered board able to place its members inside conservative U.S. administrations.
Cheney, Bolton, and Feith were members until they entered the Bush administration.
Several lower level JINSA functionaries are now working in the Defense Department.
Perle is still a member, as are Kirkpatrick, former CIA director and leading Iraq-war hawk James Woolsey, and old-time rabid pro-Israel types like Eugene Rostow and Michael Ledeen.
Both JINSA and Gaffney's Center for Security Policy are heavily underwritten by Irving Moskowitz, a right-wing American Zionist, California business magnate (his money comes from bingo parlors), and JINSA board member who has lavishly financed the establishment of several religious settlements in Arab East Jerusalem.
By Their Own Testimony
Most of the neo-cons now in government have left a long paper trail giving clear evidence of their fervently right-wing pro-Israel, and fervently anti-Palestinian, sentiments.
Whether being pro-Israel, even pro right-wing Israel, constitutes having dual loyalties - that is, a desire to further Israel's interests that equals or exceeds the desire to further U.S. interests - is obviously not easy to determine, but the record gives some clues.

Jewish settlers 'attack' US workers
Two American Christian volunteers say they were beaten and robbed by masked Jewish settlers while escorting a group of Palestinian children to school.
Kim Lamberty and Chris Brown say they were kicked, beaten with a chain and had their possessions stolen close to the Maon settlement, near Hebron.
A settler spokesman said he had no knowledge of the incident and opposed any violation of the law.Israeli police said they were investigating the assault.
Ms Lamberty suffered a broken arm and Mr Brown a punctured lung in the attack.
Both have filed a complaint with Israeli police.
'Ambush'
The two are members of Christian Peacemaker Teams - a group that monitors conflict between Israelis and Palestinians in the Hebron area.
Whilst recovering in an Israeli hospital in Beersheba, Chris Brown told BBC News Online it had been "was an ambush - a premeditated attack".
"They threw a stone at my head which knocked me over and then whipped me with chains," Mr Brown said.
He said that Ms Lamberty had her passport, mobile phone and money stolen by the settlers.
He also said that harassment of Christian volunteers working with Palestinians in the area is common.
"They normally throw stones at us or fire their guns over our heads - but this is the most vicious assault so far."
Palestinians also complain of violent intimidation by Jewish settlers in the Hebron area.
Around 1,200 soldiers guard some 600 Jewish settlers living in an enclave in the heart of Hebron, home to 120,000 Palestinians - an area that has seen some of the fiercest fighting of the four-year-old Palestinian intifada or uprising.

Even profiles that downplay his attachment to Israel nonetheless always mention the influence the Holocaust, in which several of his family perished, has had on his thinking. One source inside the administration has described him frankly as "over-the-top crazy when it comes to Israel." Although this probably accurately describes most of the rest of the neo-con coterie, and Wolfowitz is guilty at least by association, he is actually more complex and nuanced than this. A recent New York Times Magazine profile by the Times' Bill Keller cites critics who say that "Israel exercises a powerful gravitational pull on the man" and notes that as a teenager Wolfowitz lived in Israel during his mathematician father's sabbatical semester there. His sister is married to an Israeli. Keller even somewhat reluctantly acknowledges the accuracy of one characterization of Wolfowitz as "Israel-centric." But Keller goes through considerable contortions to shun what he calls "the offensive suggestion of dual loyalty" and in the process makes one wonder if he is protesting too much. Keller concludes that Wolfowitz is less animated by the security of Israel than by the promise of a more moderate Islam. He cites as evidence Wolfowitz's admiration for Egyptian President Anwar Sadat for making peace with Israel and also draws on a former Wolfowitz subordinate who says that "as a moral man, he might have found Israel the heart of the Middle East story. But as a policy maker, Turkey and the gulf and Egypt didn't loom any less large for him." |

Anyone not so fearful of broaching the issue of dual loyalties might at least have raised the suggestion that Wolfowitz's real concern may indeed be to ensure Israel's security. Otherwise, why do his overriding interests seem to be reinventing Anwar Sadats throughout the Middle East by transforming the Arab and Muslim worlds and thereby making life safer for Israel, and a passion for fighting a pre-emptive war against Iraq — when there are critical areas totally apart from the Middle East and myriad other broad strategic issues that any deputy secretary of defense should be thinking about just as much? His current interest in Turkey, which is shared by the other neo-cons, some of whom have served as lobbyists for Turkey, seems also to be directed at securing Israel's place in the region; there seems little reason for particular interest in this moderate Islamic, non-Arab country, other than that it is a moderate Islamic but non-Arab neighbor of Israel. Furthermore, the notion suggested by the Wolfowitz subordinate that any moral man would obviously look to Israel as the "heart of the Middle East story" is itself an Israel-centered idea: the assumption that Israel is a moral state, always pursuing moral policies, and that any moral person would naturally attach himself to Israel automatically presumes that there is an identity of interests between the United States and Israel; only those who assume such a complete coincidence of interests accept the notion that Israel is, across the board, a moral state. |

Douglas Feith has been the most prolific of the group, with a two-decade-long record of policy papers, many co-authored with Perle, propounding a strongly anti-Palestinian, pro-Likud view. He views the Palestinians as not constituting a legitimate national group, believes that the West Bank and Gaza belong to Israel by right, and has long advocated that the U.S. abandon any mediating effort altogether and particularly foreswear the land-for-peace formula. In 1996, Feith, Perle, and both David and Meyrav Wurmser were among the authors of a policy paper issued by an Israeli think tank and written for newly elected Israeli Prime Minister Netanyahu that urged Israel to make a "clean break" from pursuit of the peace process, particularly its land-for-peace aspects, which the authors regarded as a prescription for Israel's annihilation. Arabs must rather accept a "peace-for-peace" formula through unconditional acceptance of Israel's rights, including its territorial rights in the occupied territories. The paper advocated that Israel "engage every possible energy on rebuilding Zionism" by disengaging from economic and political dependence on the U.S. while maintaining a more "mature," self-reliant partnership with the U.S. not focused "narrowly on territorial disputes." Greater self-reliance would, these freelance policymakers told Netanyahu, give Israel "greater freedom of action and remove a significant lever of pressure [i.e., U.S. pressure] used against it in the past." The paper advocated, even as far back as 1996, containment of the threat against Israel by working closely with - guess who? - Turkey, as well as with Jordan, apparently regarded as the only reliably moderate Arab regime. Jordan had become attractive for these strategists because it was at the time working with opposition elements in Iraq to reestablish a Hashemite monarchy there that would have been allied by blood lines and political leanings to the Hashemite throne in Jordan. The paper's authors saw the principal threat to Israel coming, we should not be surprised to discover now, from Iraq and Syria and advised that focusing on the removal of Saddam Hussein would kill two birds with one stone by also thwarting Syria's regional ambitions. |

Elliott Abrams is another unabashed supporter of the Israeli right, now bringing his links with Israel into the service of U.S. policymaking on Palestinian-Israeli issues.
The neo-con community is crowing about Abrams' appointment as Middle East director on the NSC staff (where this Iran-contra criminal has already been working since mid-2001, badly miscast as the director for, of all things, democracy and human rights).
The Weekly Standard's Fred Barnes has hailed his appointment as a decisive move that neatly cocks a snook at the pro-Palestinian wimps at the State Department.
Accurately characterizing Abrams as "more pro-Israel, less solicitous of Palestinians" than the State Department and strongly opposed to the Palestinian-Israeli peace process, Barnes gloats that the Abrams triumph signals that the White House will not cede control of Middle East policy to Colin Powell and the "foreign service bureaucrats."

The Politics of Anti-Semitism
Zealotry can also lead to a myopic focus on the wrong issues in a conflict or crisis, as is occurring among all Bush policymakers with regard to the Palestinian-Israeli conflict.
The administration's obsessive focus on deposing Yasir Arafat, a policy suggested by the neo-cons years before Bush came to office, is a dodge and a diversion that merely perpetuates the conflict by failing to address its real roots.
Advocates of this policy fail or refuse to see that, however unappealing the Palestinian leadership, it is not the cause of the conflict, and "regime change" among the Palestinians will do nothing to end the violence.
The administration's utter refusal to engage in any mediation process that might produce a stable, equitable peace, also a neo-con strategy based on the paranoid belief that any peace involving territorial compromise will spell the annihilation of Israel, will also merely prolong the violence.
Zealotry produces blindness: the zealous effort to pursue Israel's right-wing agenda has blinded the dual loyalists in the administration to the true face of Israel as occupier, to any concern for justice or equity and any consideration that interests other than Israel's are involved, and indeed to any pragmatic consideration that continued unquestioning accommodation of Israel, far from bringing an end to violence, will actually lead to its tragic escalation and to increased terrorism against both the United States and Israel. |

What does it matter, in the end, if these men split their loyalties between the United States and Israel?
Apart from the evidence of the policy distortions that arise from zealotry, one need only ask whether it can be mere coincidence that those in the Bush administration who most strongly promote "regime change" in Iraq are also those who most strongly support the policies of the Israeli right wing.
And would it bother most Americans to know that the United States is planning a war against Iraq for the benefit of Israel?
Can it be mere coincidence, for example, that Vice President Cheney, now the leading senior-level proponent of war with Iraq, repudiated just this option for all the right reasons in the immediate aftermath of the Gulf War in 1991?
He was defense secretary at the time, and in an interview with the New York Times on April 13, 1991, he said:
"If you're going to go in and try to topple Saddam Hussein, you have to go to Baghdad. Once you've got Baghdad, it's not clear what you will do with it. It's not clear what kind of government you would put in place of the one that's currently there now. Is it going to be a Shia regime, a Sunni regime or a Kurdish regime? Or one that tilts toward the Ba'athists, or one that tilts toward the Islamic fundamentalists. How much credibility is that government going to have if it's set up by the United States military when it's there? How long does the United States military have to stay to protect the people that sign on for the government, and what happens to it once we leave?" |

| Since Cheney clearly changed his mind between 1991 and today, is it not legitimate to ask why, and whether Israel might have a greater influence over U.S. foreign policy now than it had in 1991? After all, notwithstanding his wisdom in rejecting an expansion of the war on Iraq a decade ago, Cheney was just as interested in promoting U.S. imperialism and was at that same moment in the early 1990s outlining a plan for world domination by the United States, one that did not include conquering Iraq at any point along the way. The only new ingredient in the mix today that is inducing Cheney to begin the march to U.S. world domination by conquering Iraq is the presence in the Bush-Cheney administration of a bevy of aggressive right-wing neo-con hawks who have long backed the Jewish fundamentalists of Israel's own right wing and who have been advocating some move on Iraq for at least the last half dozen years. |

US to Develop New Hydrogen Bomb

The Energy Department will announce today a contract to develop the nation's first new hydrogen bomb in two decades, involving a collaboration between three national weapons laboratories, The Times has learned.
The new bomb will include design features from all three labs, though Lawrence Livermore National Laboratory in the Bay Area appears to have taken the lead position in the project. The Los Alamos and Sandia labs in New Mexico will also be part of the project.
